When National Grid came looking for a $100 million gas-rate increase recently, investigators for Attorney General Martha Coakley found National Grid was trying to get its gas customers to pay for much more.

In a split decision that conveyed the deep questions raised by some, the state Public Utilities Commission approved a contract Wednesday that opens the door for building a wind farm of up to eight turbines in state waters off Block Island.
